BACKGROUND:
In May 2018, the Water Utilities issued RFQ 18-064, Engineering Services for Water and Wastewater Projects, to obtain a shortlist of qualified engineering firms to complete water and wastewater Capital Improvement Program (CIP) projects which may include, but are not limited to, the following project types:
• Upgrade and rehabilitation of existing water works facilities, emergency standby wells, structures and processes, including controls and electrical equipment.
• Wastewater treatment plant upgrades, rehabilitations and expansions.
• Analysis of existing system and future improvements of the water supply, wastewater collection and wastewater treatment systems utilizing computer modeling software, including but not limited to, BioWin, InfoSWWM and WaterGems.
• General infrastructure improvements for the Naperville Water Utilities, including water main upgrades, sanitary sewer enhancements and forcemain rehabilitation projects.
Aging infrastructure, as well as changing regulations, are driving the need to rehabilitate existing facilities, as well as implement systems to comply with new regulations. In several areas of the City, both the water and wastewater assets have been in operation for 80 or more years and require major improvements. In anticipation of these improvements, the Water Utilities is prioritizing repairs and budgeting for future projects. If the Water Utilities is unable to complete the design and construction management of these projects internally, the Utilities will seek assistance from the shortlisted engineering firms.

A selection team comprised of staff from the Water Utilities and Transportation, Engineering and Development Business Group evaluated proposals, which were scored based upon criteria set forth in the RFQ:
1. Capability, Capacity and Qualifications of the Firm (35%)
2. Suitability and Quality of the Approach/Methodology (35%)
3. Milestones and Deliverables (15%)
4. Outcomes to be Achieved (15%)
Interviews were conducted with the top six firms to confirm their experience and qualifications, including: Crawford, Murphy & Tilly, Inc., CDM Smith, Inc., Walter E. Deuchler Associates, Inc., Lockwood, Andrews & Newnam, Inc., Donohue & Associates, Inc. and Strand Associates, Inc.
Following interviews, consultant scores were finalized and five consultants were selected for the shortlist: Crawford, Murphy & Tilly, Inc., Walter E. Deuchler Associates, Inc., Lockwood, Andrews & Newnam, Inc., Donohue & Associates, Inc. and Strand Associates, Inc.
The term of the contracts is three years from effective date of the Master Services Agreements with four, one-year options to extend. There is no financial award with this recommendation; proposals will be solicited from the shortlisted firms and recommended for award based upon their qualifications and costs as projects arise.
FISCAL IMPACT:
Engineering services for capital projects are expensed to the infrastructure account listed below. A total of $2,470,000 is budgeted for the associated capital projects in 2018. Use of this contract beyond this calendar year will be budgeted appropriately with each associated capital project. The requested award is within budget.
