BACKGROUND:

The Water Utilities issued Bid 21-253 seeking the services of a qualified vendor to provide liquid cationic emulsion polymer for use at the City’s Springbrook Water Reclamation Center (SWRC). The liquid cationic emulsion polymer is used in the gravity belt thickeners (GBTs) for processing aerobically digested waste activated sludge.

 

As part of the bid process, qualified polymer vendors’ products were tested at full plant scale conditions and evaluated for optimum performance. The performance testing established agreed upon representative dosages to accomplish required results per the Utilities’ specifications for gravity belt thickening. Vendors’ dosages were determined as a prerequisite prior to the bid cost numbers being submitted

The bidding criteria is based on the price per pound of polymer needed to thicken up to 10,400 dry tons of sludge. Although the unit price per pound is the same for both vendors, Solenis was able to meet specifications using a lower polymer dosage.

 

The cost per pound of polymer increased $0.29 per pound from $1.19 per pound. The vendor increases are due to the high increase in raw material and transportation costs. Although the costs are substantial, staff is recommending this award based upon the current market conditions.

 

Staff recommends Solenis LLC for an amount not to exceed $156,382.72 for a two-year contract term from January 1, 2022 through December 31, 2023 with two, one-year options to extend the contract.

 

FISCAL IMPACT:

CIP: N/A

 

Polymer is expensed to the salt and chemical account listed below. A total of $265,435 is tentatively budgeted for polymers in 2022. The remainder of this award will be budgeted in 2023. Staff will monitor the costs of polymers throughout the duration of this agreement.
