BACKGROUND:

In January 2022, the Water Utilities issued RFQ 22-067 for engineering consulting services related to watermain and sanitary sewer projects.

 

The RFQ will establish a shortlist of qualified consultants. Shortlisted firms will be available for watermain and sanitary sewer projects for a two-year period. Staff anticipates a potential need for the services on a variety of future CIP items, particularly an increased number of watermain replacement projects.

A selection team comprised of staff from the Water Utilities evaluated responses, which were scored based upon the criteria set forth in the RFQ:

 

1.                     Capability, Capacity and Qualifications of the Firm

2.                     Suitability and Quality of the Approach

3.                     Milestones and Deliverables

4.                     Outcomes to be Achieved.

 

The selection committee reviewed and scored proposal responses with the following firms scoring the highest: Baxter & Woodman, Ciorba Group, Civil & Environmental Consultants, Inc., Crawford, Murphy & Tilly Inc., and Fehr Graham.

 

Per the RFQ document, vendors will be selected on a project-by-project basis and awarded based upon costs and/or qualifications depending on the complexity of projects.

 

The term of the resulting contracts is two years from execution of the master services agreement and up to five, one-year options to extend.

The costs for engineering services will be expensed to Architect and Engineering Services account below. Each capital project for the Water Utilities is budgeted in an Infrastructure account with a total budget of $27,438,275. Design expenses for these projects were included within this amount.
