BACKGROUND:

The Police Department has 149 employees in the position of sworn police officer.   They are represented for purposes of collective bargaining by F.O.P. Lodge # 42 (“Union”).  The collective bargaining agreement (“CBA”) between the City and Union expired on December 31, 2024.  The City and Union have reached agreement on a successor CBA consistent with City Council authority, and that agreement has been ratified by the bargaining unit employees.  It is attached to the Resolution document as Exhibit A.

 

DISCUSSION:

The attached CBA contains the following changed economic terms:

 

Term:  The agreement has a three-year term retroactive to January 1, 2025 and terminates on December 31, 2027.

 

Wage Rates Increases:  Annual percentage wage increases for all employees covered under the CBA are as follows: 7.00% effective January 1, 2025, 8.00% effective January 1, 2026; and 3.00% effective January 1, 2027. 

 

Experience Pay: Establish an annual lump sum payment of $4,250 for officers with 25 or more years of service taking effect on January 1, 2025. 

 

Education Pay: Establish an annual lump sum payment for educational attainment in the sum of $475 for a bachelor’s degree and $675 for a master’s degree.

 

VEBA Contribution: Increase the number of sick leave hours an officer can receive in their retirement health care account by 30 hours per year for each year worked after 20 years of service.

 

Medical Insurance:  Modest medical plan design changes were included to take effect on January 1, 2026 that will increase the flat rate amounts of co-pays for medical services.

 

All other economic terms of the agreement are consistent with the terms in the expired collective bargaining agreement.

 

FISCAL IMPACT:

The total cost of this agreement, not including the insurance plan design cost savings, for the three-year term of the agreement is $3,170,528.
