BOARD/COMMISSION REVIEW:
On September 7, 2023, the Transportation Advisory Board (TAB) recommended approval to establish right of way controls and a 25-mph speed limit for the Wagner Farms Subdivision. Approved (6-0). Staff concurs.
BACKGROUND:
When larger subdivisions approach build-out and the streets have been turned over to the City for maintenance, staff evaluates the area to establish speed limits and basic right of way controls.
Wagner Farms is a newer subdivision bordered by Frontier Park (north), Crestview Knolls and McGrath Lane (east), 103rd Street (south), and Route 59 (west).
Currently, the streets in Wagner Farms are operating under temporary stop controls that were put in place to accommodate the construction traffic in the initial phase of the development. The subdivision is now finished and build out was completed in early July 2023.
DISCUSSION:
The City applies various established federal, state, or local procedures when considering implementing stop controls. This is primarily dependent upon the street classification and type of stop control (all-way vs. one/two-way). For a new subdivision, basic one-way and two-way stop controls are applied based on municipal authority as allowed by Illinois Vehicle Code section 625 ILCS 5/11-302.
For Wagner Farms, traffic data was collected at six different locations including two locations (Gold Cup Lane and Falcon Drive) to establish the speed limit. The studies were all performed in late July and early August applying warrants used to establish speed limits are located in Section B of the Illinois Department of Transportation (IDOT) “Policy on Establishing and Posting Speed Limits” and the Illinois Vehicle Code.
The 85th percentile speed on Falcon Drive was 28.5 mph and the upper 10 mph pace range average was 29 mph. The prevailing speed is the average of the 85th percentile speed and the upper 10 mph pace, which equates to 28.75 mph. The measured 85th percentile speed for Gold Cup Lane is 27.5 mph and the upper 10 mph pace range average was 25 mph. The prevailing speed is the average of the 85th percentile speed and the upper 10 mph pace, which equates to 26.25 mph.
Section B of the IDOT manual allows for adjustments when altering a speed limit due to road factors. Those factors/conflicts include the presence and/or number of driveways, pedestrians, crashes, and parking. The following are the allowable conflict reductions:
1. Driveways - Falcon Drive and Gold Cup Lane did not meet the amount needed for reduction on driveways. Both received 0%.
2. Pedestrians - Wagner Farms is not impacted by a school walk route but a pedestrian and bicycle trail does intersect with Gold Cup Lane, this gave that street a 5% reduction while Falcon Drive received a 0% reduction.
3. Crashes - Both streets did not have the amount crashes that would have warranted a reduction. Both received 0%.
4. Parking - Both streets have sufficient width for on-street parking. Both received 10%.
When all the allowable reductions are applied, the adjusted prevailing speed is calculated to be 25.9 mph for Falcon Drive and 23.3 mph for Gold Cup Lane.
The adjusted prevailing speed is set to the nearest 5 mph increment, which establishes a speed limit of 25 mph as the lowest possible speed limit in accordance with the IDOT manual and the Illinois Vehicle Code. The speed study worksheets illustrating the allowable reductions are in the attachments.

The City’s Master Thoroughfare Plan typically serves as a basis for designating the through streets. Since Wagner Farms was not completed at the time of the last Master Thoroughfare Plan update, preliminary street classifications for the streets in this subdivision were assigned in coordination with the development based on their function and connectivity as defined in the Municipal Code. The Wagner Farms streets will be formally adopted into the next update of the Master Thoroughfare Plan along with other newer roadways.
Route 59 is classified as a Strategic Regional Arterial and 103rd Street is classified as a Minor Arterial in the City’s Master Thoroughfare Plan. The following streets in Wagner Farms will be classified as listed:

For “T intersections” the City does not place stop signs on the street that is terminating unless there are sight distance, volume, crash history concerns at the intersection or the through street is an arterial as designated in the City’s Master Thoroughfare Plan. Per the Illinois Rules of the Road, a driver on the terminating road must stop and yield the right of way to vehicles, bicycles, or pedestrians on the through street when no traffic control signs or signals are present. Staff reviewed the traffic volumes, crash history and sight distance at every T intersection in Wagner Farms and did not find any concerns that would support installation of stop signs.
A sign plan was reviewed by the City before building began that included a two-way stop at Rollingridge Road and Gold Cup Lane, one-way stop at Quick Fire Drive and 103rd Street, one-way stop at Rollingridge Road and Route 59, and a one-way stop at Lancelot Lane and Route 59. During the construction phase of the subdivision the developer altered the sign plan to install various “T-intersection” stop signs and an all-way stop at Lancelot Lane and Gold Cup Lane (four approach intersection). The City reviewed this intersection for an all-way stop with the City’s Residential All-Way Stop Warrant and it did not meet the warrants for installation.
While Lancelot Lane and Gold Cup Lane did not meet the warrants for an all-way stop, two-way stop control should be established to clarify the assignment of the right of way. From the traffic study, Lancelot Lane has a great volume meaning Gold Cup Lane will stop for Lancelot Lane.
The study warrants the establishment of stop controls at the following intersections.
1. One-Way Stop of Lancelot Lane for Route 59
2. One-Way Stop of Quick Fire Drive for 103rd Street
3. Two-Way Stop of Gold Cup Lane for Lancelot Lane
4. Two-Way Stop of Rollingridge Road for Route 59
5. Two-Way Stop of Gold Cup Lane for Rollingridge Road
Staff will evaluate all-way stop conditions per Naperville’s standard evaluation procedures as the subdivision matures on a request basis.
