BACKGROUND:

The Department of Public Works (DPW) administers the City’s voluntary garbage and recycling cart program, providing residents with convenient and affordable options for waste and recycling collection. Carts are available in three sizes-95-gallon, 65-gallon, and 35-gallon-and are provided with a 10-year manufacturer’s warranty.

Since the program began in 2004, approximately 61,250 garbage and recycling carts have been sold. The voluntary program allows residents to purchase carts at below-market prices while providing a convenient and consistent collection solution. DPW manages the delivery of new carts and the repair of damaged carts. To support these services, the City maintains an inventory of replacement carts and spare parts. Carts are delivered directly to residents at no additional delivery charge.

 

DISCUSSION:

DPW has experienced an increase in the number of replacement carts being ordered over the past few years, as carts originally purchased in the early years of the program are no longer under warranty. In 2025, approximately 1,850 garbage and recycling carts were sold.

 

Due to manufacturer delays with a previous supplier, DPW researched alternative vendors to supply the carts in early 2026. The City entered into an agreement with Rehrig Pacific Company for an order of carts. DPW was satisfied with the quality of carts and the level of service provided and is recommending using these carts in the future. Refuse and recycling carts and spare parts are available from OMNIA Partners Contract #254, an approved cooperative contract, through Rehrig Pacific Company. Based on pricing received through this contract, the cost of the carts will remain the same as in previous years. 

 

The term of this contract is from the date of award through September 30, 2027.

Refuse and recycling carts are expensed to the Operating Supplies account listed below.  A total of $150,000 is budgeted for refuse carts and repair parts in 2026.  The requested award of $60,000 is within the budgeted amount for this expense.
