BACKGROUND:

Vehicles are scored for replacement based on four criteria: age, usage, condition and repair costs. Recommending a vehicle for replacement requires a score of 28.0 or greater.

 

Unit 239 scored 31.35 and has been approved by the Fleet Economic Committee and Fleet Services Manager for replacement in the 2021 budget.

 

DISCUSSION:

Unit 239 is a 2008 Ford F550 chassis with a service body and crane used by the Department of Public Works - Storms Division.  The crane service truck is used for year-round maintenance and repair of sewer storm lines and catch basins throughout the City.

 

The Storms Division uses the truck to perform the following:

1.                     Lift large lift-station pumps for routine maintenance

2.                     Set large stormwater manholes, catch basins, and safety grates

3.                     Store required tools, equipment, and safety gear in the service body

4.                     Tow the utility trailer that stores and transports larger tools and equipment to job sites

 

The truck also acts as a First Responder Unit in the event of a disaster and is built and equipped to perform multiple tasks in a safe and timely manner.

 

Unit 239 will be replaced with a Peterbilt 337 chassis with a service body and crane. The unit will be used to set large manholes weighing between two-five tons, which the current unit cannot handle. The new unit also has a larger load capacity. Currently, a second truck is required to haul extra tools.  The larger load capacity means additional supplies, including bricks, mortar, water, and tools can be carried on one truck.

 

The new crane truck is available on the Sourcewell Cooperative, an approved cooperative through JX Peterbilt of Illinois, Contract #060920-PMC.

 

Using the City’s specifications, JX Peterbilt of Illinois has quoted the crane truck in the amount of $227,823.21.

The vehicle will be delivered in November 2021.

 

The retired vehicle will be sold through one of the City’s auction companies.

Department of Public Works vehicles and equipment are expensed to the vehicles and equipment account below. A total of $250,000 was budgeted for the replacement of Unit 239. The requested award of $227,823.21 is within the amount budgeted for this expense.
