BACKGROUND:

The Naperville Riverwalk Commission uses the services of a professional firm capable of providing planning, architectural, engineering, and construction management services for Riverwalk-related projects. Engineering Resource Associates, Inc. has provided these services since October 2006. 

 

The firm will be responsible for performing the following duties as part of the base fee during the contract term:

                     Attend and answer questions at the following regularly scheduled meetings:

o                     Riverwalk Commission

o                     Planning, Design & Construction Committee

o                     City Council meetings, as required

                     Work with members of the Riverwalk Commission, City of Naperville, Naperville Park District, private property owners and other affected individuals in planning and prioritizing future projects along the Riverwalk

                     Prepare technical plans, specifications and estimates of probable construction cost of capital improvements related to the Riverwalk for public bid by the City of Naperville

                     Assist City staff in the review and analysis of bids and proposals for work, including but not limited to, preparation of recommendations for award

                     Serve as the Riverwalk Commission’s Construction Manager/Resident Engineer by working with contractors to monitor quality and progress of work

                     Review and certify all contract pay requests as submitted

 

Examples of recent Riverwalk projects that Engineering Resource Associates have worked on include:

                     Design engineering, permitting, and construction engineering for the Eagle Street Gateway project

                     Engineering design and permitting of the proposed North Central College park at 430 S. Washington Street (in progress)

                     Design engineering and permitting the future southern extension of the Riverwalk (in progress)

                     Preparation and update of the Riverwalk 2031 Master Plan

                     Comprehensive structural inspection for the Moser Tower

 

On November 8, 2022, the City Council approved the initial award of RFP 22-274 to Engineering Resource Associates, Inc. for a three-year term with two one-year extension options.

 

DISCUSSION:

During the initial term, Engineering Resource Associates, Inc. performed well. Staff recommends award of the first option year for an amount not to exceed $400,000.  The scope of work for 2026 will primarily focus on design and construction engineering services for the North Central College Park (430 S. Washington Street) and the south extension of the Riverwalk between Hillside Road and Martin Avenue.

 

The term of the first option year is December 14, 2025, to December 13, 2026, with one, one-year option remaining on the agreement.

Riverwalk Design Consultation Services are expensed to the Architect and Engineering Services and Infrastructure accounts listed below. The services are associated with various Riverwalk capital improvement projects included in the proposed 2026 budget. Additionally, a total of $35,000 is included in the proposed budget for general consultation services in 2026. The requested award can be accommodated within the proposed 2026 budget.
