BOARD/COMMISSION REVIEW:
The Building Review Board (BRB) reviewed and recommended approval of the adoption of the 2024 International Code Council set of codes, including proposed local amendments at the August 20, October 15, and November 19, 2025, meetings (vote 7-0). Staff concurs.

 

BACKGROUND:

The City Council conducted the first reading of the ordinance to update the City’s building codes on February 3, 2026.  The ordinance specifically requests adoption of the following building codes.  

 

                     2024 International Building Code

                     2024 International Residential Code

                     2024 International Property Maintenance Code

                     2024 International Fire Code

                     2024 International Fuel Gas Code

                     2024 International Mechanical Code

                     2024 International Plumbing Code

                     2024 International Existing Building Code

                     2024 International Swimming Pool and Spa Code

                     2023 National Electric Code (NFPA 70)

 

The ordinance and a summary of the requested local amendments are attached for reference. 

 

Adopting the 2024 International Energy Conservation Code (IECC) is not included in the ordinance because the City is mandated by state law to adopt the IECC with Illinois amendments when the state adopts the newest version of the IECC.  The state adopted the 2024 IECC on November 30, 2025 at which time the City automatically adopted it. 

 

There were no comments from the public or the City Council regarding the building code updates contained in this ordinance.  However, there were three public speakers who spoke in opposition to the City adopting the Illinois Stretch Energy Codes (Stretch Codes) in lieu of the state-mandated International Energy Conservation Code.

 

DISCUSSION:

Staff recommends that the City Council pass the ordinance adopting the 2024 International Code Council set of codes identified in the section above, including proposed local amendments.  Following adoption, the updated codes will become effective for all permits submitted on and after April 1, 2026. 

 

The TED Business Group intends to conduct a separate study to evaluate the 2026 Illinois Energy Stretch Codes and compare them to the 2024 International Energy Conservation Code.  Staff will include participation of development and energy subject matter experts such as builders, architects, contractors and advocacy groups.  Staff also intends to collaborate with other local municipalities that are also evaluating the stretch codes before bringing a recommendation to the BRB and City Council.  It is anticipated that the evaluation will start this spring.
