BACKGROUND:
In support of the City’s priority to provide utility services that are reliable and safe, in October 2024, the Water Utilities issued Bid 24-209, 2025 Saybrook Phase II Water Main Improvements. The project includes the replacement of the water main on Loomis Street, Wright Street, 12th Avenue, Bayberry Lane, 14th Avenue, Greenbriar Court and Tanglewood Lane in the Saybrook Subdivision.
The purpose of the project is to replace aging and deficient water main on these streets. The existing 6-inch cast iron water main was installed in the 1960’s and it will be replaced and upsized to 8-inch ductile iron pipe in accordance with City standards.

The bid documents for this project included a Base Bid to obtain pricing for ductile iron water main pipe and Bid Alternate A to obtain pricing for PVC water main pipe. After evaluating the submitted bids, the Department determined that selecting the lowest Base Bid was in the best interest of the City. Ductile iron is the City’s standard water main material, and while PVC has been used in recent years due to substantial cost savings, the cost of ductile iron is once again competitive.
Miller Pipeline Corporation submitted the lowest Base Bid for the project at $3,583,595.97. The low bid is 48% lower than the budgeted amount of $6,886,037. Water Utilities staff based the 2024 budget on the average per-foot cost it has been receiving for the last several years. A favorable bidding environment and the timing of advertisement appear to contribute to the highly competitive bids received.
Staff believes the low bid submitted is reasonable for performing the work as specified. Staff has previous experience with Miller Pipeline and finds them to be a capable contractor.
The completion date for this project is October 31, 2025.
FISCAL IMPACT:
CIP#: WU410 - Saybrook Phase II Water Main Improvements
This project is included in the Water Utilities Capital Improvement Program. The 2025 proposed budget includes $6.75 million for this project, with a total project budget of $6.89 million over two years. Pending City Council approval, the requested award, including the contingency, is $3.2 million under budget.
