BACKGROUND:

The City currently has six Vactor sewer cleaners, two in the Department of Public Works and four in the Water Utilities.  These specialized vehicles are used by the Water Utilities for flushing sewer pipes, clearing blockages and vacuuming debris out of sanitary sewers and manholes. 

 

One Water Utilities Vactor sewer flusher was reviewed by the Fleet Economic Committee and Fleet Services Manager and approved for replacement in the CY2017 budget. Vehicles are evaluated for replacement based on four criteria: age, usage, condition and repair costs. A vehicle must receive a score of 23.0 or greater to be recommend for replacement. The vehicle exceeds the minimum score as shown in the table below.

DISCUSSION:

The Water Utilities and Department of Public Works - Fleet Services Division (DPW-FSD) recommend the purchase of one 2017 Vactor 2100 sewer flusher and sewer cleaner mounted on a 2017 Peterbilt Model 348 tandem axle chassis.  The Vactor is available on the National Joint Powers Alliance (NJPA) Cooperative, an approved cooperative through Standard Equipment, Contract No. 022014-FSA. Using the City’s specifications, Standard Equipment has quoted the Vactor sewer cleaner, flusher, cab and chassis in the amount of $458,715.63. The award amount also includes a trade-in of the current Vactor in the amount of $39,000 for a net cost of $419,715.63. The Vactor will be delivered in approximately 240 days.

The new Vactor will maintain conformity in the City’s fleet, which minimizes operational, service, maintenance, repair, safety and training costs including minimizing costs associated with parts inventory.

Purchase of the Vactor sewer cleaner is expensed to the Automotive Equipment line listed below. A total of $430,000 is budgeted for the replacement unit in CY2017. The requested award is within budget.
