BACKGROUND:
Vehicles are scored for replacement based on four criteria: age, usage, condition and repair costs. Recommending a vehicle for replacement requires a score 28.0 or greater. Unit 719 scored 35.10 and was approved by the Fleet Economic Committee and Fleet Services Manager for replacement in the 2021 budget.
DISCUSSION:
The Water Utility maintains more than 735 miles of water main and 510 miles of gravity sewer and interceptors to deliver water and process wastewater for over 43,000 customers. Unit 719 is used daily by the Repair and Excavation Division of the Water Utility to transport the tools and equipment required to maintain and repair this infrastructure. The current unit does not have a crane.
Unit 719 will be replaced with a 2022 Ford F600 with a utility body and crane. The unit will include a Miller EnPak power package which will reduce idling while providing power to the air compressor, generator, welder, and other tools. The current vehicle must run idle to power these items. This power package will reduce fuel consumption, engine wear and environmental impact of the unit idling.
The replacement unit also includes a crane which will improve efficiencies and job site safety of the Repair and Excavation Division. The crane eliminates the need for several pieces of equipment to be used for unloading and loading shoring equipment from the dig trailers, moving shoring around in trenches, and moving large valves, hydrants, and manhole structures. Because a tractor is currently used for these tasks it must be pulled from its work area which stops productivity until it can be returned to the work area. Crews will also use the crane to position manhole frames and rings which are heavy and currently placed in position by hand. The Water Utility is also responsible for over 7,000 valves and nearly 8,000 fire hydrants. The crane will be used by crews on the Fire Hydrant and Valve Replacement programs.
The current vehicle will be traded in to National Auto Fleet Group for $12,500 as part of the purchase of the new vehicle. Recent auction sales for comparable units range from $8,000 to $31,000. Most of those units have cranes, adding $7,500 to their auction value. When auction sale prices are adjusted to exclude the crane, they range from $4,500 to $23,500, with an average auction value of $11,639.
The new vehicle is available on the Sourcewell Cooperative, an approved cooperative through National Auto Fleet Group, Contract #120716-NAF.
Using the City’s specifications, National Auto Fleet Group has quoted the 2022 Ford F600 utility body with crane in the amount of $173,929; a cost breakdown is provided below.
