BACKGROUND:
Under New Business at the July 16, 2024 meeting, the City Council requested that staff prepare a report regarding the 5th Avenue Study Area, including background and lessons learned from the prior work undertaken in this area, best uses for the property moving forward, a review of financial and legal structures pertaining to a redevelopment project, and a roadmap for future project work. A report was presented at the September 17, 2024 City Council meeting.
On September 17, the Council concurred that staff should prepare an application for Urban Land Institute’s Technical Assistance Panel (ULI TAP) in reference to the 5th Avenue Study Area. On November 19, 2024, the City Council accepted the ULI TAP application prepared for the 5th Avenue Study Area and the questions that the ULI expert panel should answer as part of this project. The final ULI TAP application is attached.
In late February 2025, the City was notified that its application had been selected. The required TAP Agreement was executed by both the City and ULI on March 7, 2025. Since that time, City staff has been meeting with ULI to discuss the next steps.
DISCUSSION:
At the May 6, 2025 meeting, representatives from ULI will provide the City Council and
those members of the public in attendance with an overview of the 5th Avenue panel
that is scheduled for June 10 - 11, 2025. Notice of this agenda item will be provided to the 5th Avenue e-news group in advance of the meeting.
Stakeholder Interviews
In preparation for the panel meeting, ULI asked the City to identify key community stakeholders and relevant experts, including residents, business and property owners, representatives from community institutions, neighborhoods groups, and business associations, to be invited to talk with the panel experts on June 10. Staff has drafted a stakeholder list (attached) which includes members of the original 5th Avenue Steering Committee, representatives from local partners, local government, and local special interest organizations, and study area property owners.
In addition to the stakeholder interviews, ULI will host a reception to provide
another opportunity for the panel to solicit input from interested members of the
community, including residents at large, former elected officials, etc. This will provide
additional individuals who participated in the original 5th Avenue Study, or new
interested individuals, to provide input to the panel.
Following ULI’s panel overview, the City Council will be asked to endorse the list of stakeholders that will receive a specific invitation to be interviewed during the panel session.
