BOARD/COMMISSION REVIEW:
The SECA Commission met in November/December 2020 and January 2021 to discuss the Calendar Year 2021 (CY21) applications, hear from applicants, and reach consensus on award allocations.
In recent award cycles, the underspend from the previous full grant year, as well as a 2% escalator, or CPI, whichever is less, has been added to the discretionary award total. However, due to COVID-19 and the related budget concerns, the decision was made to not add the underspend or escalator to the CY21 SECA Grant Fund allocations.
The entire CY21 SECA Grant Fund allocation (City Obligations and Discretionary) was capped at $1.9M.
BACKGROUND:
Each year, $1.9M from the City’s Food and Beverage tax revenue is allocated to the SECA Grant Fund Program. Much of that allocation is dedicated to commitments that must be funded in accordance with an ordinance, resolution, Intergovernmental Agreement, or in support of fund administration. These are non-discretionary and categorized as City Obligations.
At its September 1, 2020 meeting (File 20-887), the City Council approved $1,020,991 for the following CY21 City Obligations:

The remaining balance, $879,009 was made available to the SECA Commission as discretionary funding for award disbursement.
DISCUSSION:
Each year the SECA Commission reviews all grant applications, hosts meetings with applicants, and reaches consensus on a unified funding recommendation. The City Council is then given the opportunity to review the allocations and make individual funding recommendations via the online SECA Challenge. This year, the City Council received the SECA Challenge on January 28 with a due date of February 15.
Once all Council recommendations are received, staff compiles them to determine consensus. As is practice, when a consensus of councilmembers concur with the SECA Commission allocation, that particular award is not pulled for discussion.
For CY21, a consensus of Council concurred with all funding recommendations from the SECA Commission.
Staff Recommendation - Century Walk and West Suburban Irish
While there is consensus to approve the CY21 SECA Grant Fund Program allocations as presented, it should be noted that four councilmembers suggested an increase to the award for Century Walk. The increase to Century Walk did not receive consensus from the Council, nor was there consensus on an increase amount among the four councilmembers.
Due to the continued concerns about the COVID-19 pandemic, staff was recently made aware that two events, the St. Paddy’s 5K (Sunrise Rotary) and the St. Patrick’s Day Parade (West Suburban Irish), have been canceled. Based on those cancellations a total of $27,329 is now available.
Staff is recommending $20,800 be allocated to Century Walk for the Gold Star Families project. This will increase the CY21 award to $39,620.
Staff is further recommending the remaining $6,529 be awarded to the West Suburban Irish for the Inaugural Irish Fest scheduled for August 2021 at Frontier Park Sports Complex.
At this time, staff is not aware of other event cancellations.

Total allocation of $879,009 for the CY21 SECA Grant Fund Program.
