BACKGROUND:
The Department of Public Works (DPW) manages concrete, landscaping, and asphalt restoration services at locations throughout the City primarily resulting from Water and Electric Utilities’ and DPW system repairs and maintenance projects. The concrete restoration services include the replacement of sidewalk, roll curb and gutter, barrier curb, and concrete driveway aprons. Services also include topsoil and seed installation in the area surrounding the newly poured concrete. The work requires the contractor to have crews working in town on a monthly basis or as directed by the City.

As part of the bid specifications, the contractors were informed that the City intended to award the bid to the lowest responsive and responsible bidders. The awarded contractors will be placed on a short list in ascending order based upon their Total Base Bid amounts, (i.e. lowest to highest). Davis Concrete Construction Company did not complete their bid with the required documents.
Work will first be offered to the contractor with the lowest Total Base Bid. In the event the contractor is unavailable to perform the work in the timeframe specified by the City, the work will then be offered to the second lowest contractor. The short list will ensure that restorations are completed in a timely manner.
The award of two vendors to perform concrete restoration services began in 2019. Due to the nature of the work, staff recommends the City continue with two vendors to have reassurance that work can be performed in a timely manner and to reduce the time it takes to restore areas adjacent to residences and businesses.
The award amount is different from the Total Base Bid amounts because the quantities provided in the bid were estimates for bidding purposes only. The award amount is based on what is anticipated for 2022 restoration projects.
The term of the contract is from date of award through December 31, 2022, with three one-year options to renew.

Concrete Restoration Services are expensed to the Operational Service and Infrastructure accounts listed below. A total of $119,000 has been budgeted for concrete restoration service in 2022. Additional funding is associated with SC223, Pavement Improvement Program, for which $125,000 has been budgeted for construction in 2022, as well as various Water and Electric capital projects. The requested award of $300,000 is within the budgeted amount for this expense.
