BACKGROUND:

The other related item on the City Council agenda is:

                     23-0849 Approve the award of Change Order #2 to Contract 23-001, 2023 Street Resurfacing Program-MFT, to K-Five Construction Corporation for an additional 91 days (Item 2 of 2)

 

The City Council awarded Contract 22-002, 2022 Street Resurfacing Program-City to K-Five on June 21, 2022 with a completion date of October 31, 2022.  Due to an extended labor strike during the summer of 2022, the contractor was unable to complete all of the work in the contract. K-Five subsequently agreed to complete the remainder of the work in 2023 and City Council approved a Change Order to extend the completion date to June 30, 2023.

 

K-Five was also awarded Contract 23-001, 2023 Street Resurfacing-MFT on April 18, 2023 with a completion date of July 28, 2023, and Contract 23-002, 2023 Street Resurfacing-City on June 6, 2023 with a completion date of October 27, 2023.

 

In total, K-Five is under contract to resurface or reconstruct over 26 miles of City streets impacting more than 20 neighborhoods from Corporate Lane to the South Pointe Subdivision.

 

K-Five Construction Corporation has requested a contract extension for the 2022 City Resurfacing Program and the 2023 MFT Resurfacing Program to align with the 2023 City Resurfacing Program so that all three contracts will have the same completion date of October 27, 2023.

 

DISCUSSION:

Due to the 2022 labor strike, the City is currently managing three active resurfacing programs. With a single contractor completing all three, staff agrees that it would be more efficient to allow the contractor to schedule and complete the work geographically for all three projects. The contractor would spend less time moving equipment and labor between work locations and would better utilize the numerous sub-contractors and the City would benefit by having inspectors spend less time traveling between work sites thereby reducing travel costs and environmental impacts. The contractor would still be bound by all of the other contract requirements.

 

Staff finds that this request is in the best interest of the City and supports adding additional days to both the 2022 City Resurfacing Program and the 2023 MFT Resurfacing Program.
