BACKGROUND:

The Transportation, Engineering and Development (TED) Business Group issued Bid 23-002 seeking contractors to resurface approximately 4.27 miles (22,545 ft) of various local roadways.

 

The City currently maintains almost 460 centerline miles of road through the annual Street Maintenance Program to ensure smooth roads and protect the investment in the pavement base. When resurfacing is delayed, the roadway can no longer be effectively resurfaced. These base failures will lead to pavement failure much sooner than planned and result in additional funds expended to keep the roadways in a serviceable condition.

 

The TED Business Group will conduct two street resurfacing programs this year. The first program, using state motor fuel tax (MFT) funds, was awarded in April 2023. The second program uses City funds and is the subject of this request.

One bid was received. The engineer’s estimate was based on unit prices obtained from the 2021 and 2022 Street Resurfacing Programs with some adjustments for inflation. The low bidder’s price was higher than the engineer’s estimate. The low bid is within 2.3% of the engineer’s estimate. Increased costs from vendor can be attributed to the increase in cost of materials and petroleum.

 

Staff evaluated the bid and recommended awarding the bid to K-Five Construction.

 

The project is anticipated to start July 5, 2023 and be completed by October 27, 2023.

The City Street Resurfacing Program is expensed to the account listed below. A total of $27,482,000 was budgeted for the Capital Projects Fund in 2023. The requested award exceeds the budgeted amount for this portion of MP009, however the full request can be accommodated within the 2023 budget.
