BACKGROUND:
The existing generator at the South Operations Center (SOC) was installed in the 1970s as part of the original facility development. It has reached the end of its service life and replacement parts are no longer available. In addition, due to changes in demand, the generator is now undersized and requires replacement.
On November 7, 2025, the Water Utilities issued Bid No. 25-196 for the SOC Generator Replacement Project. The project includes replacement of the existing generator, the automatic transfer switch (ATS), associated electrical conduits and wiring, and upgrades to the supervisory control and data acquisition (SCADA) system.
The project scope also includes installation of a concrete generator pad, a wood fence, and related site improvements.

Even though only one bid was received from Omega Electric DBA Temperature Service Company, Inc., the bid price is below the engineer’s construction cost estimate. In addition, staff reviewed Omega Electric’s reference projects, and they are an experienced contractor that has completed similar projects for other municipalities.
Staff recommends Omega Electric DBA Temperature Service Company, Inc. for the award as the responsive and responsible bidder for the procurement of construction services, as defined by Section 1-9B-7 of the Procurement Code (RBO-qualified).
The term of the contract is from the date of award through the anticipated completion date of May 31, 2027.
FISCAL IMPACT:
CIP #: WW085 - South Operation Center (SOC) Generator Replacement
The SOC Generator Replacement Project is expensed to the Infrastructure account listed below. The project was budgeted at $1,135,000 for 2026, with an additional $1,015,000 planned for 2027. The allocated funds for 2026 are sufficient, and the department will ensure 2027 funds are budgeted appropriately.
