BACKGROUND:

The SWWW south reservoir was constructed in 1990 and the north reservoir was constructed in 2004. Maintenance inspections of potable water reservoirs are required by the Illinois Environmental Protection Agency (IEPA) at five-year intervals. During scheduled maintenance inspections on May 28, 2020, a contracted engineering inspection firm identified deficiencies with recommendations for repair. The inspectors identified cracks and spalling and, further inspection by City staff, discovered wall leakage at the north reservoir. Repairs to the reservoirs are imperative for preservation of structural integrity, water quality, and the fire storage they possess for the City.

 

DISCUSSION:

Staff identified an approved cooperative contract, Omnia Partners Cooperative Contract PW1925 through Garland/DBS Inc., for procurement of the SWWW south and north ground level reservoirs exterior masonry roof and walls restoration services. The contractor will access the exteriors of SWWW south and north ground level reservoirs, power wash surfaces clean, and repair spalling and cracks through use of mechanical grinding with applications of sealants and masonry coatings. Spaces where leakage occurred will be drilled and injected with an approved polyurethane/epoxy to stop further leakage. The completion date of this project is December 31, 2020. 

 

FISCAL IMPACT:

CIP: WU007

Repairs to water reservoirs are expensed to the infrastructure account listed below, as part of the capital improvement program. A total of $1 million is budgeted for miscellaneous waterworks improvements in 2020. The requested award is within budget.
