BACKGROUND:

The T10 McDowell Trunk Sewer transfers wastewater from the northwest portions of the city to the Northwest Pump Station at 511 N. River Road. In 2020, the Water Utilities performed an internal condition assessment of this asset and discovered many areas of pipe deterioration, cracks, and groundwater leaks. Also, all manholes related to the trunk sewer were inspected and are in the same condition as the trunk sewer.

 

In March 2022, the Water Utilities issued Bid 22-009, T10 McDowell Trunk Sewer Rehabilitation Phase 1. The contractor will rehabilitate 4,236 feet of existing 24-inch and 27-inch reinforced concrete pipe sanitary trunk sewer by installing resin-saturated felt lining cured with steam or hot water (CIPP) as per ASTM F1216-09. The finished product is a monolithic structural pipe formed to the existing host pipe.

 

The bid also includes the rehabilitation of 15 sanitary sewer manholes and the chemical grouting of 20 service laterals. This work is to be done in conjunction with CIPP lining.

 

The T10 McDowell Trunk Sewer Rehabilitation Phase 1 project is part of the City’s IEPA-required 10-year wastewater collection rehabilitation plan, as well as the IEPA required 10-year infiltration and inflow reduction plan to reduce wastewater backups during heavy rain events.

Due to price increases and supply shortages in the resin and epoxy markets, the engineer’s estimate was lower than bid pricing by 2.5%.

 

The completion date of this project is October 1, 2022.

Trunk sewer projects are expensed to the Infrastructure account listed below, as part of the annual capital improvement program. A total of $3,990,000 is budgeted for sanitary sewer system rehabilitation projects in 2022, with $1,000,000 of that budgeted for the McDowell Trunk Sewer Rehabilitation. The difference between the budgeted amount and this award will be accommodated by the deferral of the Bluebird Siphon Rehabilitation budgeted at $400,000.
