BACKGROUND:

On August 6, 2021, the City Manager awarded a one-year contract to Flock Safety based on a one-year subscription-based model. The award was made pursuant to an RFP issued by the Naperville Police Department (NPD) to source a qualified vendor to furnish and install 18 solar powered LPR cameras at locations near the City’s roadway entrances and exits. The cameras capture and store image data used to help deter crime and increase clearance rates. The annual fee includes installation and ownership rights to the captured data. The City may elect to renew the contract in one-year increments.

 

On December 7, 2021, the City Manager awarded Change Order #1 to purchase 11 additional cameras and add advance search software to help identify vehicles based on specific search criteria.

 

 

DISCUSSION:

This change order is requested for one additional camera to be installed at Walmart. Walmart agreed to the camera being installed on their property because of the number of calls for service at their location. In 2022, NPD took over 110 reports associated with incidents occurring on Walmart property.  This camera along with our other LPR cameras will assist NPD and other local agencies with crimes or investigations where the offense is discovered after the fact, or the offender is able to leave prior to NPD’s arrival.

 

Walmart awarded the Police Department $1,750 from their community grant program to help offset the cost of the camera.  

 

At this time not all 30 cameras have been installed due to delays with getting permits approved. As of the end of December, 27 cameras have been installed with 3 remaining to be completed in early 2023.  Flock is confident that the remaining permits that are awaiting approval from IDOT should be resolved in the first quarter of 2023.

 

The original agreement indicates that the term shall commence upon camera installation subject to permit approval. As a result, the term of the award is one-year from the date of camera installation, as defined within the agreement.  Once the one-year term expires all cameras will be consolidated into one contract going forward.

This expense is budgeted in the below Software and Hardware Maintenance account. A total of $72,500 has been budgeted for maintenance and additional Flock cameras, there are sufficient funds to cover the expenses associated with this award in 2023.
