BACKGROUND:
Each year, more than 100,000 people attend the festivities at The Exchange Club of Naperville’s Ribfest, located at Knoch Park. In an effort to improve security at this event, the City has worked closely with the Naperville Park District and the Exchange Club to develop a plan for the installation of temporary security cameras to be monitored by the Naperville Police Department during the event being held June 30 - July 3, 2017.
DISCUSSION:
The attached licensing agreement will allow the City to construct, operate, and maintain two Fluidmesh antennas on the Naperville Park District’s Central Maintenance Facility to operate security cameras temporarily mounted at three locations in the north field, including one on the main entertainment stage. The security cameras will be installed and removed each year and may be used during other festivals throughout the year. The security cameras will allow the Police Department to monitor activities through the City’s video management system, allowing for viewing in the City’s Public Safety Answering Point (PSAP) and on any authorized City mobile device.
The attached agreement will terminate at the end of five years from the date of the agreement and will automatically extend in one year increments if not terminated earlier by the City and the Naperville Park District.
The cost of the initial installation of the new security cameras with the wireless equipment and antennas is $29,490. In future years, the annual installation and tear down cost of the cameras for Ribfest will be $2,620.
The City has a security camera maintenance contract (15-058) with Pace Systems. The first option year to Contract 15-058 was approved by the City Manager on November 28, 2016 in the amount of 75,000 for the period between November 1, 2016 and October 31, 2017. Staff recommends the approval of a change order to the contract in the amount of $29,490, which would bring the total award for the first option year to $104,400.

This is related to CIP LR076, Security Cameras, for which $88,000 has been budgeted in this account in CY2017. The requested award of $29,490 is within the budgeted amount for this expense.
