BACKGROUND:

Units 034 and 077 were reviewed and approved by the Fleet Services Manager for replacement in the 2024 and 2025 budgets. Vehicles are scored for replacement based on four criteria: age, usage, condition and repair costs. Recommending a vehicle for replacement requires a score of 28.0 or greater. Unit 034 scored 48.54 and Unit 077 scored 37.52.

 

DISCUSSION:

Units 034 and 077 are 2009 Altec medium-reach bucket trucks mounted to Ford F550 chassis and used by the Electric Utility to maintain utility infrastructure.  The units will be replaced with current model year Altec AT40G medium-reach bucket trucks mounted to Ford F550 chassis and are specified identically.

 

Both units were specified by the Electric Utility in 2022. One unit was scheduled to be delivered by year-end 2024 and the second in 2025. Staff received an update on November 15, 2024, that the unit slated for 2024 would be delivered in January 2025. Both units are now available for delivery in March.

 

Due to chassis delays and fluctuations in component costs, the prices for the units were higher than budgeted. Electric Utility staff negotiated lower pricing with the vendor.

 

The retired vehicles will be traded in to Altec Industries, Inc. (Altec) for $15,000 each as part of the purchase of the new vehicle. Only one similar unit has sold at auction in Illinois this past year for $15,000 on GovDeals.  

 

The new vehicles are available on the Sourcewell Cooperative, an approved cooperative through Altec Industries, Inc., Contract #110421-ALT. The cooperative contract has an expiration date of December 27, 2025. Using the City’s specifications, Altec has quoted the bucket trucks in the amount of $172,010 per unit, for a total of $344,020; a cost breakdown per unit is provided below.

FISCAL IMPACT:

CIP#: VE24-077 and VE25-034

 

Vehicle replacements for the Electric Utility are expensed to the Vehicles and Equipment account listed below. The Electric Utility budgeted $176,000 to replace Unit 077 in 2024 and $197,500 to replace Unit 034 in 2025. However, due to delays both units are now being delivered in 2025. As a result of the delay the total award exceeded the budgeted amount since Unit 077 was not rebudgeted in 2025. Staff will continue to monitor the budget throughout the year and adjust spending as needed.
