BACKGROUND:
The Water Utilities issued Bid 21-241, seeking a contractor to supplement and/or assist City crews during emergencies, when work exceeds the capacity of the City crews, or when work requires specialized equipment or expertise beyond the capabilities of City crews. The work performed under this contract includes installation, replacement, repair and relocation of water and sewer main segments, sanitary sewer manholes, valves, vaults, and service laterals. Work will be assigned to the contractor on an as-needed basis.
The Water Utilities maintains contracts with three construction firms. If the primary contractor (lowest responsive bidder) does not have crews available for work, the Water Utilities staff will reach out to the secondary contractor and the tertiary contractor to provide the services.

Prior to the bid opening, Copenhaver Construction sent a response that the firm would not be bidding on this work because the firm does not provide on-call construction services.
The term of this award begins September 1, 2021, through December 31, 2022 with option years available through December 31, 2027.

The use of excavation services for water and wastewater projects are expensed to the Operational Services and Infrastructure accounts listed below. Because services are used on an as-needed basis, costs are budgeted project by project. Staff will monitor the Water Fund throughout the year to ensure compliance with the approved budget.
