BACKGROUND:
The section of 248th Avenue between 95th Street and 103rd Street is currently a rural two-lane road with gravel shoulders and ditches on both sides. This portion of 248th Avenue is included in the City’s Capital Improvement Program (CIP# SC190) and Road Improvement Plan for improvements to minor arterial road standards with two lanes in each direction and a center turn lane.
On June 18, 2019 City Council awarded Contract 19-009 to Civiltech Engineering for an amount not to exceed $301,081. The purpose of this contract is to perform a preliminary engineering study of the proposed highway improvements. Once complete, this study will allow the City to submit for federal funding for the construction phase of the contract.
Change Order #1 was approved by the City Council on June 15, 2021, for an amount not to exceed $39,998. This Change Order was necessary to accommodate new requirements and additional public involvement not included in the original scope of services.
Change Order #2 was approved by the City Council on October 5, 2021, for an amount not to exceed $6,239. This Change Order was necessary to modify additional public involvement meetings to be in person as virtual meetings were determined to be ineligible for meeting IDOT and FHWA requirements.
Change Order #3 was approved by the City Council on March 1, 2022, for an amount not to exceed $55,889. This Change Order was necessary to update traffic volumes and traffic analysis related to the approval of the ICN development. This Change Order also proposed additional public meetings not included in the original scope of services.
DISCUSSION:
This Change Order is requested to update the noise analysis and project development report. The City issued building permits for new single-family construction within the recently resubdivided Ashwood Heights Unit 2 development and commercial building permits for ICN. Since the Phase I development report has not yet been approved by IDOT, these areas need to be included in the analysis.
Highway Traffic Noise Analysis Update
• Prepare and attend coordination meetings with City staff to discuss results of noise modeling and prepare plan for execution of neighborhood viewpoint solicitation meeting.
• Update the Existing highway traffic noise analysis to include new future receptor locations within Ashwood Heights Unit 2 and ICN developments.
• Update the 2050 No Build and 2050 Build scenarios.
• Evaluate feasibility of noise barrier at new sites.
• Update Highway Traffic Noise Analysis Technical Memorandum including tables and exhibits for the preferred alternative. Submit to City and then IDOT for review. IDOT approval is needed before proceeding with viewpoints process.
• Hold viewpoint meeting with residents predicted to be benefitted by additional noise barriers.
• Update Highway Traffic Noise Analysis Technical Memorandum to incorporate viewpoints solicitation process. Submit to City and then IDOT.
• Incorporate updated results into the Project Development Report.
Draft Project Development Report
• Utilize new forms effective February 2024 for Phase I BLRS submittals.
• Review and revise shared-use path layout to confirm location of noise walls and sight distance.
• Revise Plan and Profile sheets to account for geometric changes as result of new noise wall
• Revise project cost estimate. Update to reflect 2024 unit prices.
• Complete new BLR forms 19110 and 22000.
• Revise report text and corresponding exhibits to reflect changes to the proposed noise wall locations.
• Revise Pre-Final PDR based on City review and comment.
• Submittal for review and approval by IDOT.
Agency Coordination
• IDOT-BLRS, IDOT-CBLRS, and IDOT-BDE coordination meeting.
• IDOT-BLRS coordination via email and phone.
Supervision, Administration, and Project Coordination
• Preparation of project status reports, client coordination and meetings, in-house meetings
FISCAL IMPACT:
CIP #: SC190 - 248th Avenue: 95th Street to 103rd Street
248th Avenue design work is expensed to the Architect and Engineering Services account listed below. In 2024, TED included $800,000 in the budget for SC190 for expenses related to land acquisition. However, there were delays in the design work and additional locations needed to be added to the noise analysis. While there was no budget for design work related to SC190 in 2024; staff has noted the City will likely not see costs associated to land acquisition this year since design work has not been completed. As a result, there will be available dollars within the Capital Projects Fund to accommodate the Change Order within the 2024 budget.
