BACKGROUND:
In February 2023, the City issued Bid 23-016 for rehabilitation of approximately 169 existing sanitary sewer service laterals by utilizing the installation of cured-in-place pipe (CIPP). The bid also includes the installation of approximately 200 Vac-A-Tee cleanouts. All Vac-A-Tee cleanouts will be installed in Brookdale Subdivision to facilitate sewer lateral line grouting, which will reduce groundwater infiltration.
Lining and/or grouting service laterals has shown to be effective in reducing groundwater and rainfall related infiltration and inflow into the sanitary sewer system. Excessive infiltration and inflow into the sanitary sewer system take up system conveyance capacity which may cause sanitary sewer overflows and sanitary sewer basement backups.
The Sanitary Sewer Service Lateral Lining and Vac-A-Tee program is part of the City’s IEPA required ten-year wastewater collection rehabilitation plan, as well as the IEPA required ten-year infiltration and inflow reduction plan to reduce wastewater backups during heavy rain events.

The term of the contract is from the date of award through December 31, 2023, with four one-year options to extend. The city has worked with this contractor in the past and the work has been satisfactory.

Sanitary sewer service lateral lining and vac-a-tee installation are budgeted as part of the Water Capital program. The requested award including the contingency request exceeds the budget for this project by $408,495 however, the overage can be accommodated within the overall Water Capital program for 2023. Staff will continue to monitor expenses to ensure compliance with budgetary guidelines.
