BACKGROUND:

The other related item on the City Council agenda is:

                     25-0352: Pass the ordinance approving the 2025 Sidewalk Removal and Replacement Property Owner’s Cost Sharing Program (Item 2 of 2)

 

The Transportation, Engineering and Development Business Group (TED) is responsible for the maintenance of the City’s sidewalk system. The Street Maintenance Improvement Program (MIP) includes projects to maintain roadways and the adjacent pedestrian network. These projects offer a programmatic approach to ensure the City is improving safety concerns and in compliance with ADA standards. Additionally, the City repairs sidewalks on a complaint-driven basis for all properties each year. Repairs are performed to reduce long-term maintenance costs and limit exposure to claims against the City.

 

In February 2025, TED issued Bid 25-022, 2025 Sidewalk and Curb Maintenance Program, seeking a contractor to complete repairs and replacement of various sidewalks, curbs, and structure conditions that have met established criteria for replacement. In total, over 500 locations were found to require improvements to be made through this project.

Beritus, Inc. is the low bidder and is recommended for the award as the lowest responsible bidder for the procurement of construction services, as defined by section 1-9B-7 of the Procurement Code (RBO-qualified).

 

The completion date of this project is May 29, 2026.

 

FISCAL IMPACT:

CIP #:  MP004, MP009, Various utility projects

 

Sidewalk and curb maintenance work is expensed to the Infrastructure and Operational Services accounts listed below. In 2025, TED included $1,045,000 in the budget for MP004, the Sidewalk and Curb Replacement Program. Additionally, $12,000,000 was included in the budget for MP009, the Street Maintenance Improvement Program. Staff also identifies areas where concrete and sidewalk repair work is needed following work done by the utilities. As a result, money is included in both the Operating and Capital budgets for these repairs. The award requested is within the amount budgeted for this expense.
