BACKGROUND:
On February 18, 2025, City Council awarded Bid 24-198 to Scanlon Excavating and Concrete for an amount not to exceed $4,879,939.50 to install water main on Ogden Avenue between Washington Street and Wright Street and on Washington Street between Ogden Avenue and Bauer Road.
The contract included a completion date of October 31, 2025.
DISCUSSION:
Unforeseen site conditions, as well as additional work required to ensure the project’s successful completion, necessitate this Change Order. The extra work included, but was not limited to, remediation of a leaking underground storage tank, removal of contaminated soil, and directional drilling difficulties at certain locations due to underground obstacles. Complete details are listed in the attached Change Order.

To complete the work items outlined, staff granted an additional 38.5 working days. The contractor remobilized on May 18, 2026, making a revised completion date of June 25, 2026 and a total project extension of 238 days.

CIP #: WU403 - Ogden and Washington Water Main Improvements
The Ogden Avenue and Washington Street Water Main Improvements CIP is expensed to the Infrastructure account listed below as part of the Water Utilities’ capital program. A total of $2,000,000 is budgeted for the project in the 2026 Budget, of which $611,942 has been spent thus far. The requested award of $343,347.75 is within budget.
