BACKGROUND:
The subject property consists of approximately 20 acres on the north side of 111 Street, west of IL Route 59. On August 16, 2022, the City Council approved a request by the petitioner for: annexation into the City of Naperville and an annexation agreement; rezoning to OCI (Office, Commercial and Institutional District) following annexation; a conditional use to allow multi-family residential in the OCI Zoning District; a conditional use for a Planned Unit Development (PUD) and a Preliminary PUD Plat; and, a Preliminary Plat of Subdivision for The Belvedere. The Belvedere is planned to be a 212-unit, multi-family residential development.
DISCUSSION:
Final PUD Plat
The proposed Final PUD Plat substantially conforms to the Preliminary PUD Plat for The Belvedere approved through Ordinance 22-098, thereby eliminating the need for a Planning and Zoning Commission review. Staff finds the proposed site layout to be consistent with preliminary plans, as well as site circulation, access and open space amenities.
The Belvedere will include 10 multi-family residential buildings with a total of 212 multi- dwelling units, and approximately 9.43 acres of open space (46.75% of the total lot coverage). These open space areas preserve existing natural features, including a mature evergreen tree line along the west property line and a creek that traverses the northern portion of the site, in addition to introducing new amenities for residents to enjoy. New site amenities will include a club house and pool along 111th Street, walking paths, a playground and dog park area.
Landscape Plan
The proposed landscape plan is consistent with the preliminary landscape plan approved through Ordinance 22-098. The plan includes recreational amenities and landscaped buffers that exceed the requirements of the City's Landscaping and Screening Ordinance. New parkway trees are proposed where appropriate along 111th Street.
Building Elevations
The elevations proposed for The Belvedere are consistent with those approved during preliminary approvals and feature three alternating building models with varied rooflines, porch designs, and accent materials. The elevations exceed the City’s 50% masonry requirement and include earthtone masonry veneer and fiber cement board siding.
Final Plat of Subdivision
The petitioner is seeking approval of a final plat of subdivision for The Belvedere. The proposed Final Plat of Subdivision substantially conforms to the Preliminary Plat of Subdivision approved by Ordinance 22-097 for The Belvedere. The development includes one lot zoned OCI.
Owner’s Acknowledgement and Acceptance
An Owner’s Acknowledgement & Acceptance Agreement has been referenced within the ordinance approving the final plat of subdivision. Within the OAA, specific provisions are included regarding the petitioner’s required school and park donations. The Owners will satisfy school and park impact fees by payments of cash in lieu of land, with payments being made prior to recording the final plat of subdivision for the subject property.
