BACKGROUND:
After the April 2013 flooding event, the Water Utilities rehabilitated all mainline sanitary sewer and manholes in the Cress Creek subdivision. The combination of sewer main and sewer lateral rehabilitation projects in Cress Creek made significant improvements in the wastewater system by limiting the infiltration of groundwater and stormwater. The Utility continues to identify sources of inflow and infiltration (I & I) taking up system capacity during wet weather events.
Through flow monitoring and closed-circuit televising inspection of the system, staff identified significant I & I through some sanitary sewer laterals. Grouting laterals will significantly reduce the amount of groundwater into the sanitary sewer system further reducing the likelihood of basement backups or sanitary sewer overflow.
In February 2022, the Water Utilities issued Bid 22-017, 2022 Grouting of Sanitary Sewer Services Connections and Service Laterals - Cress Creek Phase 8. The work includes testing and grouting of 44 six-inch diameter sanitary sewer service laterals in the Cress Creek subdivision. The lateral grouting program is part of the City’s ten-year Infiltration and Inflow Reduction Program required and registered with the Illinois Environmental Protection Agency (IEPA).

Lateral grouting is expensed to the Operational Service account listed below. A total of $198,000 is budgeted in 2022 for this program; however, staff is confident the award can be accommodated within the total Water Utilities Fund budget. Staff will monitor expenses throughout the year to ensure budgetary compliance.
