BACKGROUND:

The Water Utilities currently operates and maintains 8,796 public fire hydrants throughout Naperville. Of these, approximately 55% are Waterous hydrants. Regular maintenance is essential to ensure public health and safety as it keeps hydrants fully operational and reliable for critical functions such as fire suppression, water pressure monitoring, leak detection, water quality sampling, and inspections and cleaning of water mains. Further, well-maintained hydrants are vital during emergencies, providing a dependable water source for firefighters. This reliability helps reduce response times, limit property damage, and protect lives.

 

In contrast, neglected maintenance can lead to hydrant failures, which can severely hinder emergency response efforts and put the public at risk. Continued investment in hydrant maintenance is an important part of safeguarding community infrastructure and ensuring readiness during emergencies.

Mid-American Water is the low bidder and is recommended for the award. Hydrant parts will be purchased on an as-needed basis.

 

The term of the contract is September 1, 2025, through December 31, 2026, with one one-year option to extend.

Hydrant parts were originally budgeted to 41101500-541407 for 2025 but are now expensed to the Operating Supplies account listed below. The requested award totals $33,139.38 for 2025, which is favorable to the budget of $250,000 for these expenses. The remaining $99,418.12 of the award will be budgeted in 2026.
