BACKGROUND:
The Electric Utility (Utility) currently has approximately 160 fuse modules installed in the field. These modules are used to isolate sections of the underground electrical cable when line faults occur, which help to reduce the scale of customer outages.
In February 2020, the Utility issued Bid 20-089, Fused Modules, to select a vendor to supply and deliver three-phase and single-phase fuse modules over a three-year term. The Utility will use this equipment to replace existing modules that are showing signs of severe corrosion, as well as to accommodate new installations where underground cabling is being replaced or reconfigured. The current Utility specification calls for these modules to be constructed of stainless steel instead of mild steel, to better resist the effects of road salt and reduce maintenance costs.

Fletcher-Reinhardt, Inc. was determined to be non-responsive because it proposed mild steel enclosures when the specifications required stainless steel.
The four vendors who did not submit were contacted to inquire why they chose not to submit a bid. Of the two vendors that responded, the first stated that they did not have access to the material and the other stated that as a manufacturer’s representative, they did not have a principal that makes the particular items requested.
Wesco is the current vendor of the fused modules and has provided a quality product that meets the Utility’s standards in a timely manner.
The term of this contract is three-years from March 18, 2020 to March 17, 2023 with no options to extend.

Fused modules are expensed to the operating supplies account listed below. A total of $3,000,000 is budgeted for supplies for the Electric Utility in 2020. The requested award of $278,434 over three years is within the budgeted amount for this expense.
