BACKGROUND:
The subject property is zoned B2 PUD (Community Shopping Center District Planned Unit Development) and is located on Lot 17 of the Naperville Crossings PUD. The Naperville Crossings PUD is a large mixed-use development located at IL Route 59 and Cantore Road and includes a variety of retail and service businesses, an AMC movie theatre, and two townhome developments. Lot 17 of the PUD includes three retail buildings and associated off-street parking areas. The Ancho and Agave restaurant is the northernmost tenant space within the northernmost building on Lot 17 and occupies the space previously occupied by a Houlihan’s restaurant.
On February 17, 2004, City Council authorized the execution of an annexation agreement for the Naperville Crossings PUD, which included the "Naperville Crossings Design Guidelines," with Ordinance 04-017. The original building elevations for Lot 17 were approved by City Council on June 20, 2006 with Ordinance 06-148 and featured natural brick and stone facades. On January 2, 2008, City Council approved a minor amendment to the Naperville Crossing PUD to permit installation of an outdoor dining patio and construction of a new entry feature on the north façade of the existing multi-tenant building for Houlihan’s with Ordinance 08-011.
DISCUSSION:
Minor Change to the Naperville Crossings Planned Unit Development
The petitioner, All-In Hospitality Group, LLC, requests approval of a Minor Change to the Naperville Crossings PUD to stain the existing exterior natural brick to white for the Ancho and Agave portion of the building façade. Since leasing the tenant space, Ancho and Agave has been approved for several changes to the exterior building façade, including the addition of a patio roof structure, building mounted star lights, a new sign backing over the restaurant entrance, and planters, tiles, and murals covering some exterior windows. The petitioner is also staining the existing brick at the restaurant entry from a dark color to white, which staff approved since the existing brick was already a different color treatment and is associated with the entry feature only. The petitioner believes that the application of white stain to the entire exterior of the tenant space is necessary to portray the identity of the Ancho and Agave restaurant.
A minor amendment to stain the existing natural brick on the restaurant façade is required since the proposed white stain is inconsistent with the intent of the Naperville Crossings Design Guidelines, the building elevations approved with Ordinance 06-148 and amended with Ordinance 08-011, and with the natural brick facades maintained throughout the entire Naperville Crossings PUD. In accordance with the Naperville Crossings Design Guidelines, buildings within the PUD were designed to convey a harmonious appearance through the “varying use of differing stone and brick,” with building design variation mainly limited to modulating roof lines and roof forms, natural brick colors, window size, and awning color and style.
For exterior modifications related to business branding, the design guidelines state that "corporate franchise design shall be permissible to the extent that the structure incorporates architectural elements that are compatible with the overall theme and uniqueness of the development".
Staff finds the building modifications already approved provide ample ability for the Ancho and Agave restaurant to exhibit its business branding and staining the building façade white is not compatible with the intent of the Naperville Crossing’s Design Guidelines. If the staining is approved, this will be the only building within the Naperville Crossing’s development where natural brick has been stained.
Findings of Fact
Per the Naperville Municipal Code Section 6-4-6:2 (Changes to a Final Planned Unit Development: Minor Change), a minor change to the existing PUD is required for certain changes to building elevations. Staff finds the proposed white stain to be inconsistent with both the design intent of the Naperville Crossing PUD and the existing building conditions and does not support this request. The petitioner’s responses to the Standards for Granting or Amending a Planned Unit Development can be found in the attachments. Staff does not agree with the petitioner’s findings and recommends denial of the request by the City Council.
