BACKGROUND:
In support of the City’s priority to provide utility services that are reliable and safe, in November 2025, the Water Utilities issued Bid 25-255, Ogden Avenue Phase II Water Main Improvements. The project includes the replacement of the water main on Ogden Avenue from 1,000 feet west of Mill Street to Washington Street.
The purpose of the project is to replace aging and deficient water main on Ogden Avenue. The existing six-inch and ten-inch cast iron water main installed in the 1940s and 1960s will be replaced and upsized to 16-inch PVC pipe in accordance with City standards.

Trine Construction Corporation submitted the low bid for the project at $4,019,300. The bid is 63% higher than the budgeted amount of $2,460,000. Water Utilities staff based the 2026 budget on the average per-foot cost of similar projects in 2025.
Staff spoke with the low bidder and was informed that pricing is being driven by the nature of the work, location of the project on Ogden Avenue, and the complexities related to the installation of large-diameter fusible PVC piping.
While costs are greater than anticipated, it is not in the best interest of the City to cancel, delay, or re-bid the project. Staff anticipates that the factors driving higher costs will continue and there is no guarantee the work can be completed at a lower cost in the foreseeable future. In contrast to all other recent projects which have seen 10+ bids and substantial savings, this project received fewer bids at higher costs, which corroborates the nature of the work as a driving factor.
Staff recommends awarding a contract to Trine Construction Corporation as the lowest responsive and responsible bidder for the procurement of construction services, as defined by Section 1-9B-7 of the Procurement Code (RBO-qualified).
The substantial completion date for this project is October 31, 2026, with a final completion date of June 30, 2027.
FISCAL IMPACT:

Ogden Avenue Phase II Water Main Improvements will be expensed to the Infrastructure account listed below. The 2026 Budget includes $2,460,000 for this project. The award amount, plus contingency, is not favorable to the budget; however, other water main replacement bids have come in significantly lower than expected. Therefore, this award can be accommodated within the budget.
