BACKGROUND:
The City Council awarded RFP 22-128 to Civiltech Engineering on May 17, 2022 in the amount of $229,744.50. The purpose of this contract is to provide design engineering services and prepare construction documents for the utility, roadway, and streetscape improvements on Washington Street from Chicago Avenue to Benton Avenue.
The City Manager approved Change Order #1 on December 12, 2022 in the amount of $5,643.10. Change Order #1 added funds for the consultant to provide schematic drawings for the City to use when considering the different streetscape options. The schematics were useful to the public and City Council when providing direction on the different streetscape alternatives.
DISCUSSION:
Change Order #2 is requested to address additional work that has developed through the design process. The additional work includes the following elements:
1. Adding the complete reconstruction of the Washington and Chicago intersection into the plans
2. Adding traffic signal improvements to the scope of work, including a temporary signal at Jefferson Street to accommodate the relocation of the traffic signal controller cabinet.
3. An alternate design of the water main due to the meandering location of AT&T’s existing facilities
4. Adding an additional stage to the maintenance of traffic plans due to the water main being relocated to the center of the roadway.
5. Additional time spent assessing the feasibility of adding trees with buried soil cells along Washington Street
City staff has reviewed and negotiated with Civiltech on this additional work. This work was not foreseeable at the time of the original contract. For example, it was not until the roadway was surveyed that the traffic signal controller at Jefferson Street conflicted with the proposed improvements.
Another example is the reconstruction of the Washington and Chicago intersection. Initial limits for this project were set at the north side of the intersection since the bridge contractor was rebuilding the roadway up to the south side and simply patching and overlaying the intersection. There has been significantly more public and private utility work in the intersection, which will result in a patchwork of pavement with four blocks of entirely new pavement to the north and one block to the south. For consistency in future maintenance, the City needs to reconstruct the intersection just like the adjacent blocks. Unfortunately, IDOT does not allow this change in scope on the bridge project, so staff proposes adding it to the City streetscape project.
Finally, due to the meandering nature of AT&T’s existing buried duct line along with the Water Utility’s desire to keep distance between the new water main, the existing water main, and the buildings the new main must be located on the centerline of the roadway. This adds an additional stage to the maintenance of traffic plans and construction.
All of this additional work provides the City with a much better finished product that enhances pedestrian accessibility and reduces future maintenance costs.

Architect and engineering services associated with CS015 are budgeted in the below account. In 2023, $400,000 was budgeted for architect and engineering services for CS015, the requested change order can be accommodated within the 2023 budget.
