BACKGROUND:
5th Avenue carries one lane of traffic in each direction and is a neighborhood connector roadway under the jurisdiction of the City of Naperville. General features of the surrounding area are adjacent residential housing, a forest preserve, and a fire station.
The 5th Avenue Bridge was originally constructed in 1980 and consists of a single span structure with an overall length of 18 feet 6 inches.
The bridge was inspected by City staff in September 2018 and again one month later in October. Based on the findings, staff recommended a follow-up load rating inspection and calculation be conducted. Staff concluded that the superstructure of the 5th Avenue Bridge should be replaced and, due to its deteriorating condition, the bridge has since been load posted allowing only certain weighted vehicles to traverse as well as put on a six-month inspection schedule.

The low bid is 24% lower than next lowest bidder and significantly lower than the engineer’s estimate. The low bidder is on the Illinois Department of Transportation (IDOT) prequalified list of contractors to perform all work within the contract. Staff contacted the bidder and confirmed they can perform the identified work for the amount bid.
The completion date of this project is 8/19/2021.

5th Avenue Bridge is expensed to the Infrastructure account listed below. This work is related to BR033, 5th Avenue Bridge Improvement, of which $200,000 was budgeted for in 2021. The requested award is within the budgeted amount for this expense.
