BACKGROUND:
The Department of Public Works - Public Buildings Operations (PBO) and Fleet Services
Divisions contract with a third party to provide maintenance and repair services for emergency generators, electrical transfer switchgear, and other support power systems. These systems are backed up by emergency generators located in designated City buildings, pump houses, and various de-watering sites to ensure consistent functionality of E-911 and utility dispatching, critical computer operations, and residential subdivision waste/storm and water pumping in emergency situations.
On March 6, 2018, the City Council awarded Contract 18-024 to Interstate Power Systems, Inc. for a two-year term with three one-year option years. In July of 2019, the City Council approved Change Order #1 to correct an error in the award amount which only included funding for preventative maintenance services and not for material or repairs. In January 2020, the City Council approved Change Order #2 to replace the radiator in the main generator that supports the Municipal Center in the event of a power outage. The first option year was awarded on February 4, 2020.
DISCUSSION:
During the first extension of the contract, Interstate Power Systems successfully performed both preventive maintenance and repair services. Examples of additional repairs include battery replacements at the Municipal Center and DPW, starter replacement at DPW, controller replacement at the Electric Service Center, block heater replacement at Fire Station 2, and timer replacement at the Summerfield Lift Station.
Based upon the vendor’s performance, DPW would like to extend the contract for the second option year. Interstate Power Systems has agreed to maintain the rates and terms provided for under the contract.
The term of the second option year is April 1, 2021 through March 31, 2022, with one, one-year option remaining on the agreement.

Contractor generator maintenance services are expensed to the Building and Grounds and Equipment Maintenance accounts listed below. A total of $875,735 has been budgeted for contracted building maintenance and fleet maintenance services in 2021. The requested award of $120,000 is within the budgeted amount for this expense.
