BACKGROUND:
Units 326, 381, and 356 were reviewed and approved by the Fleet Economic Committee and Fleet Services Manager for replacement in the 2022 budget. Equipment is scored for replacement based on four criteria: age, usage, condition and repair costs. Recommending a vehicle for replacement requires a score of 28.0 or greater. Unit 326 scored 30.19, Unit 381 scored 40.00, and Unit 356 scored 47.58.
DISCUSSION:
Unit 326 is a 2002 Sterling M8500 heavy-duty truck and Unit 381 is a 1995 Mickey ATA beverage trailer used together by the Fire Department’s Technical Rescue Team (TRT). This Team responds to emergency rescue incidents including confined spaces, trenches, collapsed structures, and elevated rescue. The current unit requires a class A driver’s license to operate, limiting the personnel that can drive the unit.
These two units will be replaced with one 2023 Freightliner M2 chassis with dry van body TRT vehicle. The unit is specified to meet current operational needs, eliminate the need for a class A driver’s license, and will reduce the fleet by one unit.
Unit 356 is a 1990 Bluebird Coach motorhome converted to a Mobile Command Center and is used by the Fire Department to run incident command at large-scale emergency responses and special events.
Unit 356 will be replaced with a 2023 Freightliner M2 chassis with dry van body Mobile Command Center specified to function as a multi-department incident command post. The civil unrest incidents of 2020, the COVID-19 vaccination clinics, and 2021 tornado highlighted the importance of a unit that not only meets the needs of the City’s emergency services departments, but also the operating and support departments and utilities.
The new vehicles are available on the HGACBuy Cooperative, an approved cooperative through LDV, Contract #AM10-20.
The current vehicles and trailer have no trade-in value and will be sold through the City’s auction service provider.
Using the City’s specifications, LDV has quoted the TRT vehicle in the amount of $384,975 and the Mobile Command Center in the amount of $695,096; a cost breakdown is provided below.

Fire Department vehicle replacements are expensed to the Vehicles and Equipment account below. The department budgeted $1,125,000 for Units 326, 356 and 381 replacement in 2022. The requested award of $1,080,071 is within the budgeted amount for this expense.
