BACKGROUND:

In 2016, the City established CIP Project MB160, Downtown Parking Deck Maintenance Program, as a multi-year capital project to ensure the Central Business District (CBD) parking facilities are maintained as a sustainable asset in Special Services Area #26. The Central Parking, Van Buren and Water Street parking decks were built in 1987, 2001, and 2015 respectively.

 

In August 2019, the Department of Public Works (DPW) awarded RFP 19-256, Parking Deck Consultant Services, to Walker Consultants (Walker) to provide design service, engineering documents, construction drawings, bidding assistance and site management services for the City parking deck projects of various scope and size.

 

In addition to partnering with the City for the renovation of the Central Parking deck, Walker completed a full assessment of all municipal parking facilities and created a report of findings as well as a five-year plan for renovation and maintenance.  The report categorizes the recommended work, by location, into immediate action, near-term (1-2 years) and medium term (3-5 years). The renovation of the Van Buren deck is in the near-term category of recommended work.

 

To align with the recommended renovation timeline, in January 2023, DPW issued Parking Facility Maintenance Improvements, to hire a contractor to perform maintenance work at the Van Buren parking facility.  The work includes repairs to tee flanges, tee stems, beams, columns, and walls. Additionally, replacement of floor sealants, expansion joints, traffic bearing membrane, floor drains, and other miscellaneous repairs on the upper and middle levels of the parking structure.

Walker and City staff reviewed the bid responses.  J. Gill’s unit prices are within the typical range for this type of work and Walker indicated that the spread between bids is not uncommon.  

 

Bidders provided pricing for the base bid as well as optional work.  Because the base bid and optional work is within the budgeted amount, staff recommends awarding the contract for both to J. Gill & Company. 

 

An incentive payment plan is also included as part of this contract due to the negative impacts that limited parking can have on downtown business. The maximum payment under the incentive plan is limited to $40,000, paid in $2,000 per day increments up to 20 calendar days. This amount is in addition to the prices submitted by the contractors; therefore, the amount of the award is $40,000 greater than the submitted low bid prices.

 

The work is scheduled to begin in early April with a substantial completion date (all parking stalls open to the public) of November 22, 2023 and final completion date of December 31, 2023.  Staff has been and will continue to work closely with the Downtown Naperville Alliance (DNA) regarding project scope and timeline.

Van Buren Parking Facility Maintenance Improvements are expensed to the building improvement accounts below.  This work is related to MB160, Downtown Parking Deck Maintenance Program, for which $1,500,000 has been budgeted in 2023.  The requested award of $1,071,088 is within the budgeted amount for this expense.
