BACKGROUND:

In March 2024, the Transportation, Engineering and Development (TED) Business Group issued Bid 24-016 seeking contractors to perform microsurfacing on various city streets. Microsurfacing involves the installation of a thin, latex-modified, asphalt-wearing course. The application will be placed in two lifts, generally on consecutive days, with a combined thickness of approximately 3/8 of an inch. New striping and pavement markings will be applied to the finished surface upon completion of paving. Microsurfacing is a cost-effective preventative maintenance technique and when performed routinely, it can keep water and debris from getting into the pavement.

The 2024 Pavement Microsurfacing Program is expensed to the Infrastructure account listed below. MP009, the Street Maintenance Improvement Program (MIP), has an overall budget of $13,000,000 in 2024. Within the overall project budget, TED allocated $1,342,000 for microsurfacing; this includes both microsurfacing work and sidewalk removal and replacement which will be awarded under bid 24-012. This requested portion of the project is within budget for this expense.
