BACKGROUND:

The Department of Public Works - Public Buildings Operations (DPW-PBO) retains

electrician services on an as-needed basis for work beyond the scope of in-house staff

and/or to augment and improve efforts of DPW-PBO.

 

On February 2, 2022, the City Manager approved the original award of Contract 21-394

for a one-year term from February 2, 2022 to December 31, 2022, with four one-year

options to extend the contract.  Change Order #1 was approved by the City Council on March 4, 2022 to replace transfer switches at the Municipal Center.  Change Order #2 was approved by the City Council on April 19, 2022 for electrical services projects at Fire Station 3 and 4.

 

DISCUSSION:

During the original term extension of the contract, Volt Electric Inc. replaced the transfer switches at the Municipal Center necessary to insure the seamless transition to generator power in the event of an electric outage.  Additionally, they installed the electric required to support the installation of shunt trips in the elevators at the Municipal Center as mandated by the state safety code.

 

Based upon the vendor’s performance, DPW-PBO recommends extending the contract for the first option year.  Volt Electric Inc. has agreed to maintain the rates and terms provide for under the contract. 

 

In addition to providing electrician services for building systems, funds are being requested to complete the following projects as part of capital improvement project (CIP) MB 223 -Generator and Transfer Switch Replacement:

 

Fire Station 5 at 2191 Naperville Plainfield Rd requires a 20 KW generator replacement. The existing 20RZ will be replaced with a New Cummins C20N6 208/120-V three phase generators at a cost of $29,400.

 

Fire Station 6 at 2808 103rd Street requires a 20 KW generator replacement. The existing 45RZ will be replaced with a New Cummins C20N6 208/120-V three phase generator at a cost of $38,400.

 

The replacement of the generators at Fire Stations 3 and 4 was approved during the original term of Volt Electric Inc’s contract for $53,952.  Due to lead times exceeding the contract term, staff is requesting the funds be added to option year one.

 

Lastly, $40,000 of additional funds are requested to provide electrician services for the installation of new technology and other construction/renovation projects requested in the CIP by City departments.

 

The term of the first option year is January 1, 2023 to December 31, 2023, with three option years remaining.

Electrician services are expensed to the Building and Grounds Maintenance and Building improvements accounts below.  The generator replacements are a part of MB223, Generator and Transfer Switch Replacement, of which $85,000 has been budgeted in 2023.  In addition, a total of $396,000 has been proposed for contracted building maintenance in 2023.  The requested award of $226,917 is within the budgeted amount for this expense.
