BACKGROUND:

Units 026 and 087, along with their trailers, Units 454 and 465, were reviewed and approved by the Fleet Services Manager for replacement in the 2025 budget and were deferred to 2026. Vehicles and equipment are scored for replacement based on four criteria: age, usage, condition, and repair costs. Recommending equipment for replacement requires a score of 28.0 or greater. Units and their scores are listed in the table below.

Unit 026 exceeds the age criteria for replacement. To maintain fleet and operational conformity, reduce the number of repair parts, and maintain an even replacement budget in future years, both units and their trailers will be replaced this year.

 

DISCUSSION:

Units 026 and 087 are 2008 Skylift MD-33HD track-mounted mini digger derricks and units 454 and 465 are 2008 Brimar EH16-12 trailers designed to transport those units. The Electric Utility uses the units to maintain and repair utility infrastructure in areas with limited accessibility, such as backyards and narrow, gated spaces. Much of the utility’s current workload is in these spaces. The units will be replaced with 2026 Altec DB41 track-mounted digger derricks with Altec DB41 trailers designed to transport those digger derricks. The new units can access the same limited access spaces and include increased working height and enhanced material-lifting capabilities, which will allow crews to complete rear-lot work more safely and effectively.

 

The new digger derricks are available on the Sourcewell Cooperative, an approved cooperative through Altec Industries, Inc., Contract #110421-ALT. The Cooperative contract has an expiration date of December 27, 2026. Using the City’s specifications, Altec has quoted each digger derrick with trailer in the amount of $242,840, totaling $485,680 for the two digger derricks with trailers. A breakdown of the price per unit is below.

Vehicles and large equipment replacements for the Electric Utility are expensed to the Vehicles and Equipment account listed below. The Electric Utility included a total of $666,400 in the 2026 budget to replace the digger derricks with trailers. The award requested is within the amount budgeted for this expense.
