BACKGROUND:
The COVID-19 pandemic has highlighted the challenges faced by the Fire Department to effectively isolate and quarantine personnel who have been exposed. Furthermore, the increasing diversity within the workforce has created a demand for enhanced privacy in the station. To tackle these issues, the Fire Department has begun to modernize the existing barrack-style bunk room and common bathroom/showers.
The Fire Station No. 7 renovation will transition these common areas into individual bunks and single use bathroom/showers. In conjunction with these renovations, the City will also make necessary updates to ensure compliance with the current ADA requirements and building codes. These proactive measures aim to improve the safety and well-being of personnel while maintaining a high standard of inclusivity.
DISCUSSION:
The lowest bidder, Ostrander Construction, has met all the requirements set forth by the procurement department and is recommended to be awarded the bid.

In addition to the vendors above, R.L Sohol General Contractor, Inc. submitted a bid that was non-responsive. Term of contract is from date of award through the final completion date of August 31, 2024 and contract close out date of December 31, 2024.
FISCAL IMPACT:
CIP #: MB226 - Fire Station Living Quarters Renovation
Multi-station renovations to the Fire Station Living Quarters are expensed to the account numbers listed below. Staff included a total of $1,500,000 for renovations to three of the seven stations with an open bunk concept. Station No. 7 renovations are being completed in association with MB226 for which $300,000 is budgeted for Engineering services and $1,200,000 for Construction.
It is anticipated that the two remaining stations budgeted for completion also in 2024 (Stations 1 & 4), will adhere to the budget for the overall project. Should the estimates exceed the budget, one of the three stations planned will be deferred to 2025. The requested award including the contingency amount is within budget. Staff will monitor project development to ensure scope, budget and timelines are accurate.
