BACKGROUND:
The section of 248th Avenue from 95th Street to 103rd Street is currently a rural two-lane road with gravel shoulders and ditches on both sides. As part of the City of Naperville’s Strategic Plan and goal of improving traffic flow and congestion, the City would like to improve this section of 248th Avenue to the City’s minor arterial road standards.
The City intends to seek federal funding for future phases associated with the roadway improvements. Because of the strict requirements associated with the use of federal funding, the City is seeking assistance from a qualified engineering firm to perform the Phase I, preliminary engineering, and successfully complete the project development report.
DISCUSSION:
In January 2018, City Council approved RFQ 17-122 to shortlist engineering firms to conduct Phase I and Phase II roadway and intersection improvement projects for a two-year period from January 16, 2018 through January 15, 2020 with three one-year options to extend. The shortlisted consultants include:
• Alfred Benesch
• Civiltech Engineering
• Crawford, Murphy & Tilly
• EXP US Services
• Thomas Engineering Group
• TranSystems Corporation
In January 2019, the TED Business Group issued RFQ 19-009 to the shortlisted firms. A Request for Qualifications (RFQ) process, which does not consider cost in the selection process, was conducted because the TED Business Group intends to seek federal funding reimbursement for the Phase 1 engineering services. The Federal government does not allow the use of cost as a criterion when federal funding is sought for engineering services. All six of the shortlisted firms submitted proposal responses.
A selection team comprised of staff from the TED Business Group and Electric Utility evaluated the proposals, which were scored based upon the criteria set forth in the RFQ:
1. Capability, Capacity and Qualifications of the Respondent (45%)
2. Suitability and Quality of the Approach (25%)
3. Milestones and Deliverables (15%)
4. Outcomes to be Achieved (15%)
After review and scoring of the proposals, the selection committee invited the top three firms to attend interviews to confirm their experience and qualifications, including: Civiltech Engineering, Crawford, Murphy & Tilly and TranSystems Corporation. Following the interviews, the consultant scores were finalized and the firm with the highest qualification score, Civiltech Engineering, was invited to enter into negotiations regarding man-hour costs.
