BACKGROUND:
In support of the City’s Utilities priority to provide infrastructure, electric service, and water/wastewater services that are reliable and safe, the Water Utilities issued Bid 24-262, Water Distribution Parts, to seek a supplier of fire hydrants, water main repair clamps, water distribution valves and other water system repair parts in October 2024.
The Water Utilities operates and maintains 695 miles of water main, 7,702 valves, 8,760 fire hydrants and approximately 45,000 water service lines. This bid will supply all hydrants, valves and parts needed for the Water Utilities’ Fire Hydrant Replacement and Water Distribution Valve Replacement capital improvement programs, along with the parts needed for the operation and maintenance repairs to the water system. These repairs include water main breaks, water service lateral leaks and repairs, fire hydrant and valve repairs and sanitary sewer repairs.

Of the bids received, one bidder did not complete the bid worksheet as requested in the bid specification. This bid was regarded as incomplete.
Staff recommends the award to the low bidder, Water Products Company, at $411,031.30
The term of this contract is from the date of award through December 31, 2025, with three one-year options to extend.
FISCAL IMPACT:
CIP#: WU041; WU042
Materials and supplies for the Water Main Valve Replacement and Fire Hydrant Replacement programs are budgeted as part of the Water Capital Improvement for a combined total of $500,000. The operating budget includes an additional $63,000 for materials for the distribution system that is outside the scope of the CIP. Work under the capital program will be expensed to the respective project as needed. Pending Council approval of the budget, the requested award is expected to be within budget.
