BACKGROUND:
The purpose of the Comprehensive Sidewalk Plan is to improve walkability throughout the City.
In 2019, the selection process for the New Sidewalk Program was revised to better prioritize the remaining sidewalk gaps in the City. As a result, a two-year program was created and approved by both the Transportation Advisory Board (TAB) and the City Council. The first year of the program was constructed in 2021 and this award is for the second year of the program.
In July 2022, the Transportation, Engineering and Development (TED) Business Group issued Bid 22-224, 2022 New Sidewalk Program. This bid included a base bid and three alternatives in an effort to optimize the size of the program under the current market conditions. The base bid consisted of the remaining sidewalk gaps approved in 2019 and a retaining wall required near one contingency location to accommodate sidewalk modifications. Each alternative bid cumulatively adds one contingency location. The gap locations are listed below.
Base Bid:
• Aurora Avenue, south side between IL Rt 59 and Westridge Court
• Porter Avenue, north side between Julian St and White Oak Dr
• Sleight Street, west side between Hillside Rd and Prairie Ave
• Wellner Rd, east side between Loomis St and Sleight St
• Webster St, northwest corner with 11th St; retaining wall for sidewalk modifications
Alternative 1: adds Benton Avenue, north side between Fremont St and West St
Alternative 2: adds Webster Street, east side between 10th Ave and 11th Ave
Alternative 3: adds Cottage Street, south side between Fremont St and West St

The TED Business Group recommends award of Alternative 2 to Triggi Construction, Inc which had previously completed this program in 2021 to the satisfaction of the City.
The final completion date is November 15, 2022.

The 2022 New Sidewalk Improvements Program is expensed to the Infrastructure account listed below. This work is related to CS006, New Sidewalks Improvements, for which $300,000 was budgeted in 2022. The requested award is slightly above the budgeted amount for this expense; however, the additional amount can be accommodated by other programs that have come in under budget, such as the 2022 Street Maintenance Improvement Program.
