BACKGROUND:

Since 1994, the City has employed the ESRI geographic information systems (GIS) enterprise platform for the purpose of overseeing, examining, and simulating data related to wastewater, water, and stormwater utilities. The ESRI Geometric Network is the current geographic framework utilized for modeling these three utility systems along with their associated components, such as manholes and pipes.

 

The City Council awarded Contract 2738 to ESRI in February 2023 to migrate GIS utility data from the Geometric Network to the new ESRI Utility Network model to become the standard for GIS utility data management.

 

The current plan is as follows:

                     Year 1 - Data readiness assessment and implementation planning strategy

                     Year 2 - Data migration planning and acceptance testing

                     Year 3 - Utility network production implementation

 

Additionally, the City’s Master Address Repository currently resides in a separate product - Central Square’s Naviline ERP. To prepare for the retirement of Naviline, the Master Address Repository needs to be migrated from Naviline to another system.

 

DISCUSSION:

The Master Address Repository needs to be migrated from Naviline to ESRI Address Data Management solution. By consolidating our Master Address Repository into the ESRI Address Data Management solution, we anticipate significant improvements in data integration, process streamlining, data accessibility, and overall functionality.

 

Staff has determined that ESRI is best suited to lead this migration project because of:

1.                     The interdependencies between the two initiatives. The Utility Network project and the migration of the Master Address repository project need to be coordinated to ensure alignment in timeframe, data design and technical architecture.

2.                     ESRI’s familiarity with Naperville GIS environment due to established enterprise usage of their geospatial information platform and existing partnership through the ESRI Advantage Program

 

Staff expects the migration of address data into the Address Data Management solution to be completed by the end of 2024. The change order will be concluded at that point. Any future ESRI changes or upgrades that specifically impact Address Data Management will be procured as new contracts with ESRI or other vendors.

 

FISCAL IMPACT:

CIP: CE166 - Geometric Network Utility Migration

 

Costs for the development and scope of the migration of the City’s GIS network are expensed to the account numbers listed below. The 2023 approved budget has been expended for this project.; however due to delays in other planned projects within the approved CIP, the overage is accommodated within the fund. A total of $673,300 is budgeted for the project over a 3-year period of which $300,000 is approved for 2024.

 

Staff will monitor expenditures within the funds to ensure they are within budgetary guidelines.
