BACKGROUND:

In support of the City’s priority to ensure a well-designed community that values the natural environment, on November 7, 2023, the City Council approved the award of RFQ 23-070, Design Build Pollinator and Native Vegetation Program, to V3 Construction Group for a two-year term from the date of award to December 31, 2024, with four one-year options to extend.  City Council approved Option Year 1 on December 17, 2024.

 

Capital Improvement Project PA054, Native Vegetation Management Program, was established to develop and implement a comprehensive approach to promoting native vegetation and sustainable landscape practices. The program aims to enhance pollinator populations, improve surface water quality, and advance the City’s commitment to sustainable green infrastructure.

 

The scope of work for the consultant included the following:

                     Evaluate project sites suitable for conversion to or establishment of native landscape pollinator habitat.

                     Define annual performance criteria for establishment of desired vegetation and function of the improved properties.

                     Design and permit all work associated with the project.

                     Implement the creation, conversion, and/or enhancement of the defined projects.

                     Monitor and maintain these sites from implementation throughout the duration of the contract.

                     Evaluate new sites annually to be added to the overall program and complete the design and permitting of these sites.

                     Create a five-year plan, including estimated needed funding.

                     Administer the full program through the duration of this contract.

 

 

DISCUSSION:

During the first option year, V3 Construction Group continued the native planting program on the six initial sites, and all sites received tree and shrub clearing, weed control, native plant and seed installation, and controlled burning.  In addition, a portion of Naper Blvd was added to the program and a five-year management plan was developed.  V3 performed well and additionally evaluated future sites for inclusion in the program.  In 2026, two basins near Oswego Road will be added to the program.

 

Based on the vendor’s performance, staff recommends the award of the second option year.  V3 Construction Group has agreed to the same rates and terms as the initial contract.

 

The term of the second option year is January 1, 2026, through December 31, 2026, with two additional option years available.

The Native Vegetation Management Program is expensed to the Infrastructure account listed below.  A total of $325,000 has been included in the proposed budget in 2026 for PA054. The requested award is within the budgeted amount proposed for this expense.
