The Planning and Zoning Commission (PZC) considered DEV-0030-2026 on June 17, 2026, and voted to recommend approval of the petitioner’s request (8-0). Staff concurs.
BACKGROUND:
The subject property is zoned B2 (Community Shopping Center District) and is located at 2603 Aurora Av, Suite 119, east of Route 59. It is developed within a single-story commercial building that is part of the larger Westridge Court Shopping Center. The petitioner, Jackie Burton, Bloom By Iris, LLC, is seeking to utilize an approximately 2,000 square foot tenant space as a culinary entertainment business, which is regulated as an amusement establishment in the City’s zoning ordinance.
DISCUSSION:
The petitioner is requesting a conditional use for an amusement establishment known as Taste Buds Kitchen pursuant to Section 6-7B-3 (B2 Community Shopping Center District/Conditional Uses) of the Municipal Code. Taste Buds Kitchen plans to locate within the Westridge Court Shopping Center, adjacent to Block 59, a mixed-use, dining and entertainment destination currently developing in the City. The proposed culinary entertainment business is anticipated to support nearby shopping and dining establishments by creating a nearby entertainment destination for patrons.
Taste Buds Kitchen currently operates in numerous locations across the country with one other location in the Chicago suburbs. Furthermore, the venue operates by pre-scheduled bookings, which prevents large gatherings and minimizes traffic impacts. In the development petition, the petitioner states that other Taste Buds Kitchen locations have successfully integrated into mixed-use and commercial districts, similar to Westridge Court. The proposed use is not anticipated to negatively impact or impede the other businesses in the shopping center.
The City’s Land Use Master Plan identifies the future place type for the subject property as Urban Center. Staff finds the proposed use to be compatible with this designation as entertainment uses are identified as a primary use in this place type. Staff is supportive of the conditional use request and finds it will complement the surrounding retail and dining establishments.
Findings of Fact
The petitioner’s responses to the Standards for Granting a Conditional Use can be found in the attachments. Staff and the Planning and Zoning Commission concur with the petitioner’s findings and recommend their approval by City Council.
Planning and Zoning Commission Review
The Planning and Zoning Commission considered this matter at their meeting on June 17, 2026. There was no public testimony. Following limited discussion, the PZC closed the public hearing and recommended approval of the petitioner’s request (8-0). Staff concurs with the Planning and Zoning Commission recommendation.
