BACKGROUND:
The City Council awarded Contract 22-109 to CDM Smith, Black & Veatch Corporation, Carollo Engineers, and Donohue & Associates, Inc. on April 19, 2022, for a three-year term from April 25, 2022, to April 24, 2025, with up to five one-year options to extend.
The purpose of this contract is to allow the Water Utilities to retain services of outside engineering firms to complete a variety of future CIP projects including, but not limited to, Illinois Environmental Protection Agency (IEPA) permitting assistance, influent pump station improvements, south plant Grit and Return Activated Sludge (RAS) improvements, and north plant aeration improvements and tertiary filtration projects. Projects are ongoing at various stages. Per the RFQ document, for future projects, vendors will continuously be selected based upon qualifications and/or cost depending upon the complexity of projects.
DISCUSSION:
During the original three-year contract term and first option year, the shortlisted consultants provided engineering services such as field surveys, facility design, and construction management services.
Based on the performance of the shortlisted firms, the Water Utilities recommends extending the contracts for the second option year. The four shortlisted consulting firms have agreed to maintain the same terms provided in each of their master services agreements.
The term of the resulting contracts is one year from April 25, 2026, to April 24, 2027, with three one-year options remaining in the agreement.

Engineering services for Water Utilities projects are expensed to the Water Utilities Fund. Expenses are incurred when a project is awarded to one of the short-listed firms. There is no direct financial impact related to this award.
